It IS safe to run water thru the filter housing without a cartridge in place. It may actually capture some silt if there is any in the water. You MUST empty and dry the housing before winter if you are in a freeze area.
With that said, I removed mine and put in a pair of common blue whole house filters. One has a grit filter and the second is a carbon block.
The reason I changed is the price of the PUR filters. The design precludes use of the widely available filters, they have a limited set of filter options (1 when I loooked), available only on line or at some RV dealers, and they are expensive.
FWIW, my dual filter setup is mounted outside of my trailer, so no chance it will be the source of an internal leak.
