This is fairly common but usually can easily be cured.
First try this..... Turn off your city water. Open a faucet to let out the pressure.
Turn on your water pump.
Open a faucet and close it so the water pump cycles off and on several times.
Now turn off the water pump and turn on the city water and see if the fresh water tank is still over filling.
Often this procedure can help flush out a tiny piece of debris that is stuck in the water pump check valve.
As a last resort -- if your water pump is easy to access, you might try removing the end cap and checking for anything stuck in the rubber diaphragm.
