stolen Catalytic converter

Our Catalytic converter was Stolen while at the dealership. Dealer is suggesting to just replace with a section of pipe. Initially I didn't see a problem but after a little research I'm thinking that this isn't such a good idea. Legally shouldn't I get it replaced? Without a converter will our motorhome run properly?
Unsure what's gonna happen but tomorrow morning I'm going to be asking to see the police report. Has this happened to anyone else?

Why

The dealership should be responsible, if there's any question at all. What happens if I get into an emissions jamup? Will it affect how engine performs?
I'm confused by how a $3 section of exhaust pipe replaces a $500+ catalytic converter.
Starting to wonder about dealership and their credibility.

It is actually against federal law to remove or tamper with emissions equipment, I don't know of any dealer who would recommend that

I'm sure the dealer has posted signs that says not responsible for your stuff while stored on their property... they all have that sign up... your insurance pays not theirs
