Ramp door hinge bolts wet and rusty

Installed extra spring, hinge bolts wet and rusty were is water getting in bolt holes? Plan on replacing all the bolts. Bolts loosened fine on one hinge tried another couple just spin. How do you hold inside part so you can loosen bolts? Thanks again

are these bolts or screws? If they are bolts thru a nut plate then the nut plate has broken loose you might try placing a screwdriver or something you can wedge under the head of the bolt/screw and pray up as you turn the bolt/screw that may cause it to bit and come out.

The hinges are at the bottom, seven hinges, six springs now seven. The bolts have Phillips head, but are bolts. Twenty one bolts.

Replace with Stainless Steel hinges and hardware to prevent a reoccurance.
