Well, the absolute easiest way would be to leave the tank shroud at home and use bungee cords or ratchet straps and strap the waste tank directly to the top of the two propane bottles, running the straps through the holes in the shields that protect the valves.

I take the radical solution of removing the tank from on top of the tanks before dropping the bed on my Roo. Or would if I elected that method. Fits easily in the back of the Expedition along with the typical firewood, floor jack (in case of a flat tire), and a 35 gallon fresh water tank for those times there's no water on site.

You can move the tire rack to one side to clear the license plate. Drill a hole through the back of your ROO and put a large washer or a piece of plywood behind a long bolt. There's not much structural material on the back of the ROO, so make sure you reinforce it. I've run mine with two spares on the bumper, and a fold down rack between them. Or, you could purchase another tire rack and attach you tank to that.

The OP could possibly mount those behind the bike rack and spread them out to allow the tank to lay horizontally. I moved my spare to allow mine to fit horizontally as well. (Revision 1) Worked but didn't like it.

In the case of the OP using the modified Camco mounts, I would flip the tank to face the wheels out and probably add some padding to keep the tank from chafing. I still don't see it fitting under the open rear bed.

If the OP found a tank narrow enough to lay on the back bumper and still clear the bed when down, more power to them.

I engineered a hinged mount (rev2) so I could leave my tank back there and hinge it down to clear the bed but abandoned the design due to complexity. Too many parts and locking pins to be practical. I built a vertical mount (rev3) with a hinged upper section. Tank still needs to come off to use the bed.

The tote can be pulled out of the rack to open the bed. The rails do not interfere with the bed.
