May I assume you're routinely opening the safety valve on your water heater at home?

It's on a semi annual schedule. At the same time I use the manual drain to clear any sediment buildup. I've seen water heaters pulled out of homes half full of sediment.

If you haven't already gotten water to the heater, it's probably still in the winterized configuration. These diagrams may help you get the water flowing into it.
