He is referring to the front fender height change, not the level of the travel trailer.

Not only that, drive down the road a mile or two, then measure, and it most likely will be off a few fractions either way.

As you know the goal is to be at least 50% back to normal without overshooting. In your case, normal is 37" and half way back would be 37 1/4". So, the optimal range should be 37 - 37 1/4".
As others have said, I wouldn't sweat the 1/16". I might measure it again after towing and such to see if that's a consistent measurement. If it started to grow, for some reason, to 1/8" and beyond, then I'd take the 15 minutes and adjust my WDH. But, I wouldn't do it for 1/16".

1/16" is pretty much about as good as it gets. NASA might design a hitch that is with 0.000001", but it would cost 10 million dollars and require a team of Doctorate level engineers to maintain it. Drive it and it should be fine.
And yes, if you measure it again after driving it will probably be a little different. Lots of moving parts involved in the process along with the levelness of the spot you are parked on.

I'm as low as I can go on the trailer frame mounts, and have to take out washer shims to change anything. The fastaway e2 hitch says minimum of 5 washers, but I only have 4 in now. Putting 5 in gets me about a half inch off to 36.5 inchs. Just wondering if 1/16 inch off this way will hurt anything. thanks all.

I also forgot to mention that you have the same hitch I do. The instructions tell you to measure the front fender before you hitch. Then hitch the trailer on without the weight distribution arms and measure your front fender again. Next, put on the weight distribution arms and measure a third time. When the weight distribution is connected, your front fender measurement needs to come back within 50% of what it was.
So, if yours is 37 to start, then with trailer it goes to 37 1/2, your goal with weight distribution is to get it back between 37 and 37 1/4. You went a little past by 1/16, which I still would call it good at 37. What's a 1/16th of an inch? A miss measurement?
Like others said. Take 'er out, see how it tows. If you have never towed before, you will feel the weight. You can also feel it "influence" the truck a little as in I can feel mine in the seat of my pants when I drive. It is a lot of weight back there. You shouldn't feel the tail wagging the dog.
