I think the shifting when in the hills depends on the vehicle. With my 2017 Ford F350 dually it does a great job of shifting in the hills or mountains in tow haul mode. I use it all the time when towing our 18,000 lb 5th wheel.

Any time the roads are dry and good.
Never ever ever when wet unless you want a new truck, car, etc.

Weather and traffic permitting. Common sense must prevail.

I rarely find roads or terrain I don't use cruise control. My Ford will downshift by itself when descending grades towing or not towing if in cruise regardless of in tow/haul either. Great system. Mine does not "hunt" for gears so I'm content to let the truck choose the right gear without needless interference from me.

What was true on the farm 30 years ago with 3-speed automatics doesn't apply these days.
