The reason you see empty campgrounds in Texas is the cancellation fee structure.

Most sites are around $18 per night and the cancellation fee is $10 per night (max. $50). So if you're booking for a weekend, you only save $8 per night to cancel and for some sites that cost $10 or less, you don't save any money.

IMHO The more the penalty, the less incentive for people to cancel. There is also no incentive for the campground to resell the campsite if they've already been paid for the site. A private campground that is profit driven might resell the campsite, but a state operated campground has less incentive to resell.

Amen. It's disgusting. Americans can claim to live by the Golden Rule all they want, the vast majority live by the Me Rule. Which is the very reason that when I go camping I do my best to boondock far, far away from the herd.
