A good photo of the fold-down rack showing all of the parts will help...
Is there a post laying flat along the back edge of the rack?
If it has one...that is what the bikes are supposed to be attached to while towing.
My previous TT had the slide-out rear bumper, which is basically the same thing as the fold-down (which I opted out of on my 5'ver) and it came with the post.
However, it was such a major PITA to strap the bikes down that I found the we never took the bikes off of the rack because I dreaded the half hour it took to put them back on the bumper before heading home.
It was when I realized that every photo I took of the camper while we were out camping still had the bikes on the rack that I finally stopped taking them
