While something inside could be removed, I've always liked the cover the outside with window tinting or some folks paint the "bubble" with a roof coating.

Wondered about the heat too. I put white vinyl tape over my skylight. And put a 1 inch piece of insulation up in the skylight and taped it in place with the same tape.
Not inexpensive tape but I had it already.
3M Venture White Vinyl Tape - 460V It holds up to moisture pretty well. I will find out how well it holds up to the elements. Couple of months so far.
Read previously someone painted their skylight white frost.
