Isn't that why they call them breakaway chains? If anything goes wrong, the whole setup breaks away, the hitch falls free of the receiver and there is no evidence that you were the one who just dropped a catastrophe on a major freeway during rush hour. Looks perfect to me.

Reminds me of a guy in boot camp. We were packing and locking our sea bags.
After closing the bag he put his lock through the snap clip instead of the metal loop and said "This isn't going to keep anyone from getting into the bag;
just unclip the lock."

Reminds me of a friend from Basic Training on our way to AIT at Fort Sill. He ran out of room for a pair combat boots. He tied them on the outside of the duffle bag.
They were gone when we arrived in Lawton, Oklahoma.

He missed one important step: Clip the emergency break-away cable to the same shackle.
