We had to have this work done by our dealer on our 2017 Flagstaff in 2018 which I believe was prior to the recall being announced. It was fully covered by Forest River.

The bolt had cut a nice swath into the passenger side front tire. The remedy was to put a "lift kit" (spacers) between the suspension and the frame. It provided about 2" of lift and we have not had an issue since.

Was the issue there when you bought it? If not what caused it to happen?

Yes. The dealer told us that Forest River acknowledged that is was a design defect that affected TT's with 15" tires.
