Sunseeker vehicle light control module

I have a 2016 Sunseeker MBS 2400W.
Just received a Recall Notice from Forest River stating that this module can fail and all taillights, brake lights will not work. The letter states that I can take my unit to ANY Forest River Dealer. I now live 100 miles from the dealer I bought from. A local dealer refused to fix the problem. Told me I had to go the original dealer. I read the part of the letter that stated I could go to any dealer, but they stonewalled me.

I called Forest River, left a message and call back number. That was a dead end.

Is there anyway I can force the local dealer to honor the recall? Just so others know, the refusing dealer is Quiet Woods RV located in Neenah, WI and in Sturgeon Bay, WI.
