My family and I have trailered pretty much everything, Gold Wings, minibikes, sport bikes, dual sports, cruisers and motocrossers and have never had an issue using passenger peg mounts as tie down points, provided you do it correctly.
Every motorcycle should be tied down by the front straps as your MAIN support and rear should only be stabilizers. If you do it right, you can have one of the front straps come completely loose and the bike will still be stable and stay put. In 40 years of trailering stuff I’ve NEVER had one tip over in transit, though I’ve had a strap loosen and a had a wheel chock dislodge a time or two.
Passenger pegs are designed to hold up a persons full weight, so I think you’ll have a soft tie failure before a foot peg mount failure.
