I would ask, what do you consider 'hot'?
And also, how and when are you checking them?
If you're checking them right after a stop, then you're going to read some residual braking heat from the stop. You have to remember that those brake shoes are big ole friction pads and even braking for a few seconds is going to heat the hub up and therefore heat the wheel up to a certain extent.
