You probably already know this, but lets go over it again.
The switch inside the RV is for LP operation,
The switch in the heaters outside access area is for 120 volt operation,

You turn the inside switch on when you want the heater to operate on propane and turn the outside switch on when you want the heater to operate on shore power. You can have them both on at the same time for faster recovery if you want.

You are correct, for high altitudes electric is most likely the way to go as long as it's available.

Pop-up type campers generally have propane-only water heaters. A dual electric-propane model could easily be substituted for the addition of an extra AC circuit on your panel, appropriate wiring, and the dual mode water heater. I think the manufacturing assumption is that pop-up type campers tend to do more dry camping than typical TTs and the attempt to keep cost of pop-ups lower than TT.
