Crank Gear Flys Off

Iím having an issue with a crank gear flying off with retaining clip still attached.

Am I missing something like a cap or plug that holds this in place?

My first thought is to tack weld in place on motor but donít see this as the right solution to its design.

Itís also cranking in the opposite direction as the decal. So confused on whatís happening with my Powerwinch lift system.
