Crank Gear Flys Off

I’m having an issue with a crank gear flying off with retaining clip still attached.

Am I missing something like a cap or plug that holds this in place?

My first thought is to tack weld in place on motor but don’t see this as the right solution to its design.

It’s also cranking in the opposite direction as the decal. So confused on what’s happening with my Powerwinch lift system.
