I am assuming you have the "typical" flagstaff cord on the outside that goes up to the roof and plugs in.
There should be a separate light yellow power wire coming from the back side of the WFCO to a 20 amp single outlet power outlet somewhere usually near the port on the outside. There is another more orange yellow wire that is the main power in from the shore power connector. That black cord for the AC going outside is plugged in to that 20 amp power outlet and not directly wired to the WFCO.
That is how it was on my 2016 flagstaff and is on my 2018 Rockwood.
For me in both cases the WFCO and outlet were in the same compartment but I don't know what your floorplan is and where the WFCO is in relation to the AC plug.
So basically make sure the outside black wire going through the AC power port hole is plugged in to that 20 amp outlet and that the 20 amp outlet is showing power. If its plugged in and the outlet has no power the WFCO is pretty simple/basic fuse box. Unplug shower power and with a flashlight remove the 4 screws on the face cover on the WFCO and you can see the breaker in full and verify the wire is connected properly on the bottom and/or that connection point has power with it plugged back in. You seem to know your way around a meter so probably don't need to say this but BE CAREFUL when shore power is connected and your inside that breaker box.
You can also unplug the black wire from the 20 amp outlet and check continuity at both ends of the plug without disassembly.
