New bike rack/mount idea

Saw a Flagstaff high wall going down the road today with an interesting bike mount. The fork of the bike was mounted to the rear bumper and the back tire of the bike to the roof.

Assuming this guy doesn't hit any bumpy roads, this seems to be a good option for putting most the weight on the roof (rear tire) and then connecting the fork simply for stability, not to put much weight on the bumper.

No idea if the back of the roof should be supporting that weight...

how many bikes were up there? Have seen the front end like that, but then the bike weights are forward and resting on the tongue.... so depending on the weight, could it affect the weight distribution? BTW, that is one of the reasons that the dealer told me not to put bikes on the back.
