OK... so we know the lights power off of one circuit. You say you checked the fuse... how? I would use a test light or a multi-meter and verify that there is power on both sides of the fuse. I would pull and reseat it as well. If there is power at both fuse terminals, my next step would be to check for power at both sides of the switch when it's in the on position.
Since all the lights are affected, it's most likely something in the circuit prior to where it splits off to each light. So I'd focus on power supply, fuse, and switch.
Still a chance it's something with all of the lights but that's really unlikely.
