Unidentified winch/power problem

I have a 2009 190XR pop-up and cannot get the winch to work after hooking up the battery. The winch worked fine last Fall before I winterized it. The battery was stored in my home over the Winter and is fully charged (according to my charger). I first thought it was a fuse/circuit breaker box that's attached to one of the red wires coming off the winch. I tried a by-passs without this and nothing, still dead. Circuit breaker inside trailer was checked and was 'on'. In the past when the battery was dead, the winch would at least make a whimper. Now I get nothing at all, complete silence!

Any ideas or thoughts would be appreciated.
