I do not believe it is illegal in ALL states, since it is legal in Idaho. I will agree if one of my dogs on my lap might hinder driving; however, one of those small little dogs that weigh about five pounds would not necessarily hinder.
And considering people here do it all the time and I mean all the time, I have seen COPS look over at the dog hanging out the driver's door and keep on driving.

I do not agree with it, I do consider it not a smart thing to do. But illegal in all states?

any pet riding on front seat lap would be easily killed by an airbag... Boont & Roxie are seatbelted into the backseat in their previous pic....

Here's Henna (Red Collar) and Jager (Blue Collar), both Great Danes at Hernando Point when we were camping back in September. Henna is 2 1/2 years and weighs 115 lbs, Jager is 1 1/2 years and weighs 120 lbs.

Picked this little guy up last summer. He's quite a bit bigger now obviously, I mean, look at those feet!
The first two years of German Shepherd ownership are the toughest, it's like raising a toddler where you can't turn your back or they will find something they shouldn't be getting in to. We're planning to take a year to tour the country in our Rockwood 2104S after retiring in a few years, hopefully by then he'll have mellowed down a bit.

This is our newest. DW's brother recently passed away. He had two dogs nobody in the family wanted to take or deal with. They planned to just give them to the local shelter. Certain death where they were. We arrived from 4 states away & said we'd take care of them. Brought back to TX. One was easy to find a new home for. She was young and good health. We figured nobody was going to take the other. 12 years old, badly overweight, needs a lot of dental work. Missing some front teeth, so tongue always hanging out. So we just decided to keep her. At first, very withdrawn & scared. But she now knows this is her new forever home, and it's one that treats dogs real good. She about jumps out of her skin with excitement when it's walk time. I don't think DW's brother ever walked the dogs. Had to change her name, because it was too similar to another dog's name. But she has picked up on that very well. Meet Jozee.

We love our Roxy. Before her were husband and wife Diesel & Miss Muffet, and Jazzy. We love the Boxer breed. 60 lb puppies for life, but they will protect you and kids with their lives.

Her name is Tipsey Lu. She is a rescue from work. I am an animal control officer. She came into the shelter as a stray at 9 months old with a condition called cerbral ataxia (forgive the spelling) which effects her muscle control and stability and she is the sweetest dog ever that has gotten so strong.
