If you currently have both on (using gas and electric) to heat the water, you wont know if one of them isnt working. I would suggest you test them both, one at a time just to be sure. Turn off the gas, and then see if the electric maintains the temp of the water (you could wait a period of a few days to see, or you could run the hot water until it goes cold, then see if it heats up again). If you had the electric on before (when the tank was empty) it certainly has burnt out. Its alot easier (and cheaper) to heat it with electric (when you are hooked up to shore power) than to use propane (you will need to refill your propane tanks periodically, but thats a waste of time and propane if you can just use electric). If it were me, I'd A) want to know if they both work, B) use electric whenever possible. If the element is dead, its relatively cheap, and pretty easy to fix (you can even get the element at places like Lowes) or you can order it from Amazon or something. I'd imagine less than $20. ***Should you need to change the element, first, and this is important, disconnect the shore power source.***

Well while we were given the actual manufacturers equipment booklets we never got like a "Forest River Palomino Puma" owners manual. Does that even exist?

No such thing exists. The RV Industry standard is a generic owners manual with no model-specific nor brand-specific information. Just basic RV systems information.
The only specific manuals are the ones from the component manufacturers.

Water heater

All the other has been over, but if you want to be sure water is in tank cut off water take the plug out, if it has water obviously it will drain itself, while plug is out turn supply on to see if you are getting water to heater

You need to remove the anode rod check and replace if needed plus flush water heater tank at same time
