Tree Sap can be nasty. I've had good luck removing it with mineral spirits or believe it or not, just by rubbing with "shortening". The shortening often does a better job than the mineral spirits/paint thinner. If it's on a rubber roof I would just use the shortening as it's vegetable based and rubber roofs don't like petroleum products. Cooking oil can work too.
Once the sap has been removed with the above, then just wash the oily residue off with some regular liquid dish soap like Dawn.
The longer you leave it the more it might damage the painted surfaces and at the least, attract dirt and mold.
