What is this?

Sitting at a red light yesterday I saw this on a car in the left turn lane. Could it be a poorly made time bomb by a Mafioso in training? The White Rabbit trapped in the truck?

It's an alarm clock, hanging off some sort of strap, attached to the butt-end of a beemer. Why is everyone having so much trouble with this? It's almost as if no one has ever seen this before.
