My Flagstaff had smaller, tank type heater pads wrapped around the exposed sewer drain piping right up to the cap. They came on with the tank heaters. Maybe you could do something similar?

If shore power isn't connected, the CONverter isn't providing any charge unless you possibly have it connected...
