OK, belay my last post. The water pump is fine. The cap wasn't sealing well so I put some teflon tape on it and the pump did not cycle. Connected the water outlet again and it started to cycle again....

Capped off the outlet and it never built pressure. Just on and off about every second. So, looks like it is the pump.

Excellent suggestion. I'll try that. My thinking that it isn't the plumbing is that a leak should have shown up while camping on city water. But anyway I'll give capping it off a shot.
