Sure you can. It's giving you the "maximum" tow at "maximum" GVW. The GCWR is 26k, so if you come in at 20k GVW, you'll have 6k of towing capacity, but will be limited to 5k of the hitch.

I'm guessing both tanks are plumbed into the same vent tube. The reason you hear gurgling through the shower could be because the vent may be sticking down into the gray tank too far and forcing air...
