2012 Sandpiper SAQ365 5th Wheel

I just purchased this camper. I did not get the owners manuals.
I have a couple questions.....The fresh water fill is the type where you attach a garden hose. I don't see a vent, How do I know when its full. I don't see a drain to drain the tank either. Then there is a blue line with a shut off valve in the attached picture in the lower right hand corner, what is that for? Any help would be great. The Forest River website only goes back to 2015 so I can't get the owners manuals on line.

There is no model-specific nor brand-specific owners manual. Not now, not in 2012.
Only a generic owners manual with basic RV systems information. This is the RV Industry standard.
So hopefully someone here is familiar with that panel.
