The problem is that the Power Pro used in your model has buttons 4, 5, and 6 depopulated because they are not used, and corresponding components depopulated on the power units. And probably some of the slides, awnings because I think the default unit can power five of them. The firmware doesn't understand this, and does not initialize itself correctly. That's why we have to do this interesting process of enabling buttons 5 and 6, turning them on with a voice command, and then disabling them again. This clears some datum that was not allowing the panel to go to sleep.
If they send you another unit with the buttons depopulated, it's probably going to require the same process to make it work. If they sent you an unmodified 3510, it would probably work right away.
