Anyone recognize this wire?

Had a buddy who's an electrician stop by, tested the line and confirmed it wasn't live. Said what i was reading was ghost voltage, my meter is very generic. He was surprised it wasn't capped off though.

This is kind of esoteric, but your meter actually has very high-sensitivity (very high input impedance). An old-style d'Arsonval magnet and moving-coil meter would load that line and the induced voltage would be zero. Even the cheap (or free) meters we get these days use very good internal electronics and we have to be careful not to be fooled.
