Exactly my point. Further, I you start with 100 bears, harvesting 20% brings you to 80. Assuming 1/2 are female, that gives you 40 females. If half the females have a single cub, that is 20 replacement bears to counter the 20 that were harvested.
As a side note, because we have people who actively feed the bears, twins are not uncommon and we have had reports of triplets
I can confirm there are triplets. My daughter and her husband have a picture of them holding 3 cubs while his uncle, a game warden, is doing the annual wellness check on the mother, in Arkansas.
