Tire shop can’t remove tires

Hello,
I have a 2018 Rockwood Mini Lite 2509s.
I took my wheels in today to get some new tires put on. The shop was unable to remove my tires, there appears to be a plastic ring around the inside of the rim preventing the tire from stretching off. I then took them to another tire shop which has been around forever, 4 workers looked and had never seen it before and had same issue.
Does anyone have these same rims and know the solution to getting the tires off, also what is the plastic ring on inside of rim for?

These are called Tyron Bands. supposed to keep tire on wheel when it looses pressure.

The tire shop can just remove them by exposing bolts as in picture. Bolts are 180 degrees apart.

I would just leave them off as they serve no useful purpose on a trailer wheel

We're supposed to keep the tire in place on steer axles when tire went flat.

Money would be better spent on a TPMS pressure monitoring system.

Most tiremen I've known seem to do quite well with just a few words. Simple words composed of only four letters.
