I just purchased a 2015 Wildwood 28RLDS. There is an on/off switch in the water heater panel on the exterior of the coach and a switch on the interior panel. Which switch does what? I’m hooked up to electric so I don’t want it to run on propane. Which position does what on the switches?

In your pics you have the gas on and the 120 vac off. You can run both at the same time for quicker hot water recovery but most don’t need to unless they have a large family needing showers.

The switch in your panel is for propane operation. The red LED above it will stay lit if the propane does not fire after 3 attempts of the electronic igniter.

So for your case, turn off the switch in the panel and turn on the rocker switch in the heater housing and you will be operating on shore power at not propane.
 
Just be sure there is water in the water heater tank before turning either switch on.

LP provides faster recovery than electricity. Both switches ON is even faster recovery.
